well its not possible to say.....imo dead people arent worth mentioning b/c the majority of the dead guys that were epic were resurrected and then immediately raped by the new generation at some point or another. as far as the people still alive, none of them have really faced off yet. none of them have defeated an enemy comparable to an enemy that was defeated by another top 5 contender.
in short there is no way to scale how strong any of them are. only thing you can really ask is who are your favorite 5
as for my favorite 5 then
Gaara - former jinchuriki, youngest kazekage, and hes not a dipshit fueled by emotions. (sorta)
kakashi - is there nothing kakashi cannot do with his badassery.
Kabuto - .. He has the top ninjas under his command, and his smashed tsunade before he was badass.
