Haki is entirely selective.
When Raleigh is in the jail cell, he knocks out specifically the Auction House owner when he's about to slap the mermaid. Not even the guards with him notice any effects.
Meanwhile Raleigh knocks out strictly the female celestial dragon among the audience before she shoots the mermaid point blank.
Finally, after talking with hacchi and strawhat for a bit, raleigh glares and knocks out strictly the guards. Neither Law, Kid, or the strawhats even flinch at the wave of haki. It's beyond a doubt entirely selective and doesn't effect friendly units what so ever.
I re-watched the episode so I'm going off how it is, not simply memory.
PS, fun episode. # 397, I recommend rewatching it for the hell of it.

Are you kidding me? A majority of the whitebeards are nobody's who are weak enough to let shanks mere presence knock them out.
You're severely discounting the straw hats strength & resolve, which is sad because you've actually seen everything they've been able to persevere through.
The commanders and whitebeard are the only one's who could defeat the strawhats.
