her blood in him still + power of beyond the boundary + his desire for her to come back, and now that BtB is under his control he sort of shenron wishd it subconsciously

thats what i interpreted at least

Well KyoAni is not one of the studios that is short on money, so if they wanted, they could have had 13th episode.
