Looks like the 2nd elder is a werewolf. I base this on the fact that she shown him a great amount of respect with the bowing ( or was it kneeling? ). Elders are equals, so normally you wouldn't see this. So the chain of command must be outside of the Union's system.
So there's 2 unkown elders that we don't know yet. Well actually we know of another one, just not his rank. There's this sleeping guy in a tank @ the Union. Muzaka or something was his name, the 9th elder added "nim" to his name so he's probably the 1st one, or his science teacher ( lul ) . He looks like a werewolf as well, the hair that looks like a mane, claw marks on his chest and long limbs.
I guess since Karias scared Yuri away, the next chapter will be 100% the current plot? More panels is always better!
Yeah should be right about 2th Elder, and she actually knelt with her head bowed down, which is prettty submissive.
Should be about Rai now I guess when he goes all pew pew mode and pwn everyone again
