Yeah the fact that it is someone that impressed Madara makes it really hard to figure out. This is very unlikely but so is any other person that comes to mind. I think it is the sage of the six paths since Kabuto can just randomly resurrect people without even having their bodies etc.

I agree. I'm not too sure how the madara-tobi connection is.. is tobi the same exact body/person that fought the 1st hokage so many years ago? if not, then i'd guess that it was the original madara? I think it makes sense for someone to be most scared of. Might be the 1st hokage?

Hokages are out imo. People who have already done by Orochimaru are not anything special.

Edit: and I think Orochimaru's last casket was the 4th, judging by the 3rd's dialog. Not that he would know.

ochi couldn't of brought the 4th back for the same reason Kabuto cant the 4th's soul belongs to the death god

the 1st and 2nd Hokages souls also belong to the same death god

the 3rd coffin Ochi was bringing up is still unknown
