I'm pretty sure it is a kind of teleportation because in the chapter after he tele's and smashes Kisame his foot gets stuck in the ground from landing too hard and Yamato says that he's not quite on Minato's level.

Sounds like he will be slowly learning to use the Flying thunder god technique

It's always nice to have options of not HAVING to get right in your opponents face to use a jutsu. So having the rasen shuriken and beast bomb can keep him safe and still attack and being able to tele just amplifies his Rasengans and other moves
