did you read the chapter? naruto said he wasnt able to do a rasengan in that form. bee said that what naruto created was the same thing as the jinchuriki bomb. iirc everytime we have ever seen that used (when bee fought sasuke and his pose, when naruto fought ochi, whenever naruto went into rage mode, and other times im surely forgetting) it ended in a ridiculous amount of destruction......have yet to see the rasengan do anywhere close to a comparable amount of damage d(^^o)

rasen shuriken did more damage in a less widespread way

all naruto did was fail to create the shape of the rasengan, resulting in it exploding

he's using the cloak to create the shape, he's still learning to use the cloak to it's fullest
