No this has to do with something that was explained at the very beginning in Bleach, when the quincies were introduced.
If there's a disbalance of souls, soul society will merge with the real world and the world will end or something.
The quincies have been completely destroying hollows, so soul society had to balance the number of souls by killing them, but I wouldn't be surprised if Kurotsuchi was a step ahead and was experimenting how to turn souls into hollows.

Doubt it. His father may know something, but not Ishida. Knowing Ishida, he's merely not interested in helping hollows or shinigami.
