From what I have learned, when ocean water evaporates into rain it doesn't bring up the salt with it, so when it rains, it is fresh water, but if they collect it they can boil it if they want but without a filtration system which they don't seem to have they aren't going to be able to use the ocean water as fresh water, except for when it rains. or something like that

Also if you're being serious with your question, your fucking delusional if you think a Jap anime director is going to take his time to answer a foreign watchers question about 1 scene. Especially if the official reason could be 'we don't know basic science.'
