I believe Ichigo's Dad have also been through the last transformation of Getsuga Tensho.
That's why he didnt have his Shinigami powers at the start of the story.
The question is, who did he used it against?

that's why he isn't chilling there from the beginning (i think)
i hope it involves something with the royal guards just to get this damn story going

Did he really not have them? I thought he just wasn't using them. He must have had one hell of an opponent to need to use that. I'm assuming he and Ichigo have the same zanpakuto abilities, so he probably possesses the high-speed combat (which I can't figure out why he didn't use it against Aizen).

In fact the only reason that makes sense as to why a ton of the captains/captain class characters (Urahara, Isshin, Hirako, Rose, the black dude with the huge club, etc.) didn't use their bankai is that they didn't want to introduce them as being weak. It might have dragged the Aizen fights out longer than they needed to be, and I'm sure they didn't want the likes of Urahara and such to look incompetent.
