Well, if you want straight ecchi with action sub-plot: Ikki Tousen

If you want Comedy with ecchi: Puni Puni Poemi

But if you want a good all around anime with comedy, ecchi, action, and story: GTO

I just finished Kino's Journey. Even though some of the themes presented throughout the anime were trite and many of the situations were unbelievable, it's still one of my favorites for reasons that are hard to explain. I gave it a 9/10 and a spot in my top 5.
