i think nagato gave her some sort of power, not right before he died but some time before he attacked the leaf village, its not to un reasonable to assume that, seeing itachi gave naruto/ sasuke chakara and naruto has chakara of his mom and dead sealed in him also

but its obv that here ace in the sleeve jutsu will fail tobi will get nagato and the eye then be able to control the statue and fuse some of the beast to him self or sasuke

or give naruto the eye so he can have an eye that can counter the sharingan
