Man you guys debated alot while i was gone .
firstly . I believe that tobi (whoever he may be(i also won't say who it is because i don't have a damn clue anymore)) has maybe obitos eye in the concealed eye socket . where as he only shows one eye. Maybe Kakashi , got the offensive side of the Obito's ability . You never EVER have seen Tobi use that power to hurt someone , To this day i don't think he can hurt anyone with that ability .
Kakashi takes Major amounts of chakra and a bit of time to unleash his attack , where as obito can use it swiftly but not be able to attack back with unless using a different technique .
Maybe the eye thats showing is a random wtfrage eye that he can waste . For izangi or maybe just some offensive eye of some sort .

Basically tobi is a beast . and what i said could explain his abilities and his ghost abilities .
