As of right now . i don't really think its uber rigged . its plenty rigged but not uber rigged .
As of now eternal MS is only maybe 1.5x stronger then MS but with 13412361 times to use any of the powers .
Obviously the nine tails is strong , but i mean common now hes not that strong . Enslaved by madara AT WILL .

+ the fact of the former junchuriki was already a elderly woman and she was containing the fox , pretty well ( well from what i think)
He will surely make naruto stronger . Perfect sage mode is already hella strong . now he just has fox chakra which makes him better but not uber rigged better .
As for sasuke EMS is pretty beast on its own . and from now we've seen that this whole damn show everyone wants those damn eyes .

kakashi seems like a good match for sasuke or maybe even madara .. well maybe not madara .
i still believe madara is a equal to naruto and sasuke atm . or maybe just alittle bit stronger then sasuke via experience .

And ochi could revive the 4th also, He tried to vs the 3'rs but he was stopped and Akaski has kept a eye on Ochi and he was an obv member i wouldn't think Tobi would be surprised about Kabuto reviving the 4th
