Haki doesnt block external powers.
From what we've seen.
It only defends and solidify any logia and hurt the actual people, like luffy's rubber doesn't absorb haki attacks

Doffy could've been using his clone, so he can't be frozen since no liquid.
Luffy never escapes from monet's grasp. He just ran away via falling down.
Haki countering the ice? Yeah if they do it before he touches them. Not after.

Because that's how his power works. When he freezes it always starts at his body. He can freeze water a distance away by cooling the air between them though.

Yes. But you're expanding his skills, he hasn't done this yet meaning he hasnt learned it or cant do it.
