I wouldn't say he was stronger they just wanted to fill in a fight. He could of killed him w/o shikai or bankai and ended just as fast as kenpachi ended his fight.
Not to mention Byakuya one of the faster soul reapers is slow enough to get cut by a human with fullbringer speed I mean come on.

Why can't a fullbringer be stronger than a Captain?
