What miffs me a bit during his fight with luffy was his lack of speed, I mean science wise only kizaru should have greater speed than him. Second, with his insane observation haki + electromagnetic enhancement, you would literally have to be bat shit crazy and reckless like luffy, or even whitebeards df (since he can create tsunamis, but they're pretty random seeing as his crew fear a bit for their own safety when he lets rip) or have some negating ability like blackbeards nullify or (no jokes) peronas ghosts (let's face it, this would hit him like a rofltruck).
Tldr, only a small amount should theoretically be able to beat him should he have mastered armament haki, before he obliterates them. Then again he is a big headed arsehole and might drag fights out longer and end up losing to arrogance.
