because madara isnt going to rush into a world domination like other villains do

he needed to conceal himself and walking around with one eye is better then with 2

and there isnt anything that says they cant go down to 2 dot sharingan

Having two eyes would attract less attention than having only one. If I'm walking down the street and I see a person with two eyes it's not a big deal. But if I see a guy with only one I'm gonna be like "Holy **** he's missing an eye!"
