Both. It was explained that kirino hated minami only because she constantly wanted to separate her from kyousuke and how she told kirino that the incest relationship would never be.
the author had explained that he originally wanted a true incest route instead of this pseudo-marraige into 'nothing happened' route but the LN publications rejected his proposal. Probably due to how true incest is not a widely accepted concept for the audience and also due to ratings limitations.
