Wasn't the Fullbringer Powers have something to do with Hollows to some extent i remember. that could mean that when he gets his Reaper powers back his hollow powers will return as well because they never left him since he was able to use Fullbring. i dunno could have sworn hearing them mention Hollows when they where talking about there powers in a earlier episode.

Honestly, Kubo could make it go either way and have an equally good reason for whether he gets them back or not. He can say, "Well, he's only getting his shinigami powers back, so why would his Hollow powers come?" Or if he gets them, the reasoning would be, "Hollow powers were part of his shinigami powers, why wouldn't he get them back?" My guess is he'll have them.

I think he actually got weaker when he got his hollow mask (the first time it appeared vs byakuya) ;  his zanpakuto and hollow were combined up until then, when they split he got weak, then when combined again super strong
