madara says it was a freak accident,
seeing how the 4th gave his life i doubt he would be lieing to his son
imo madara went into naruto's mothers inner world "like sasuke did with naruto" and broke the seal realising the full power of the fox, and 4th showed up and resealed the fox into naruto ending his life and killing his wifes life at the same time
if you recall the fox mentioned madara to sasuke during that visit also

i think that that any jinjurki can use that seal honestly, its some how stored inside the tailed beast, like when the sage split up the beast he used his gfg chakra to keep these seals inside of the beast so potential host can use them ones that are worthy of being a host and can truly separate the evil from the chakra , so they could be completely in control and not use it for evil or abuse it, sage of 6 paths was a good man he gave the power of the family to his younger son cause he had a better heart
