Garp has constantly turned down promotions to become an admiral. He is well above the V-admiral level.
Smoker is also stronger than luffy due to mere convenience of being a logia. Also, add Smoker having a seastone weapon meanwhile luffy is unarmed. Give Luffy a pair of seastone brass knuckles or a heaping helping of controlled haki and he'd smoke smoker, so to speak (imo ofc)
As far as the giant goes, it was a pretty decisive match... we call those a blowout.

only commanders from whitebeard thats the closest to admiral would probably be only marco and ace

I would have Vista and Ace trade places.
Ace is good but he's a pinch below the admirals.
