he was simply surprised that a ryoka had captain level reiatsu, and he just probably thought that ichigo was very powerful. it was actually this way. "who is that? is that.." and the word that would make sense here is "the ryoka."
but there is something wierd here. maybe it wasn't translated correctly but if i remember correctly byakuya said "no relation, at least not to the man who flashed through your mind." or something like that. i think in ukitakes mind ichigo was way overestimated, so maybe no relation to "that" ichigo, or maybe there really is another person that hasn't been revealed yet. if that's true then it most likely has to do something with ichigos exceptional reiatsu and his orange hair.

talking about exceptional reiatsu, he has that because of his father. Am I correct on this or is it still unknown?

the Visard couldnt tell who it is and if theyre similar he would of said
this riatsu is just like Ichigo's

Ukitakes was referring to the guy Rukia killed and then turned into an Espada. Kian-dono or whatever. They both looked exactly the same so that is why he was surprised when he first saw Ichigo. He was there when Rukia killed him and seeing Ichigo scared him for a second.

They gave them a slight difference. It's not that hard to comprehend.

Or maybe they just look a like. You guys are reading into this way too much. Go watch some different anime. You guys are trying to make the bleach story way more complicated than it actually is.
