heres a spoiler for you.
It is nyu, lucy was pushed to dormancy when the ears were shot off.
Later in the story the army finds keita and nyu, keita is almost killed and lucy resurfaces with new, much larger diclonus ears.
Blah blah blah story continues. Keita tells lucy to never kill again and she agrees as she only wants to be with him.
Someone points a gun at keita, she kills and goes emo. Big inter struggle, we find out lucy is not the main entity in the body, neither is nyu but a third soul is the driving force behind all the killing as you see lucy looses all personality and control when angered (it is not her).
Third entity wants all destroyed, I cannot remember the final few chapters, but lucy/nyu are protecting keita from the third entity and their body is destroying itself in the process. They use one of their vector arms to give ketia the gun that was pulled on him and show their head (with brain) and tell him to kill her/them.
He does, 10(?) years pass and keita takes his daughter (not gonna say who he had it with) to a festival where the festival was when lucy/keita were children, his daughter finds a bottle with a message, he reads it and cries.
Two children appear from behind, and they say some shit like they have been waiting, you do not see their face only their bodies and some hair.
It is lucy/nyu in separate bodies.

TL;DR it is actually NYU
/e I lol at anime only watchers. Continuously bringing this up, when the manga shows it as being nyu and the point at which this happens is only 50% of the way through the story.
