I don't get what the scroll does honestly. Does it remove the fox's will? or what?

when he sign's the scrol he can acces kyuubi's complete chakra insrtanly (not in bits like they explained )
and if naruto looses to kyuubi's will then the fox will be resurected
so basicly the seal will be removed and naruto's will must keep kyuubi's will supressed so he wont change into minkyuubi

iv been standing that tobi=obito from the start cos i think it would make for good emotional part

well if obito=tobi, then he obviously knows how much konoha hurt the uchiha clan, he helped itachi didnt he?, which means he knew that konoha hated/feared etc , maybe he wanted his revenge as sasuke does
