the person saying "That person's will, we must inherit it!!!!" is the guy who switched places with Luffy because he was talking to Koala through the Den Den Mushi
then Luffy says "I really never thought he would be alive.. I always that he was dead!!!" he was talking about the guy who switched outfits with him.
and the person turns out TO BE Sabo (the kid who grew up with Ace and Luffy). It's HINTED to be Sabo because THE VERY LAST panel is a picture of the sake the 3 (Ace, Luffy, Sabo) drank together and acknowledged each other as brothers.
That's why Luffy is crying because he thought Sabo was dead and hasn't seen him since that incident.

i'm thinking it's only called Fishman Karate because the Fishman species created a form of martial arts, hence Fishman karate.
think of about Okama Kenpo/Newkama Kenpo. Transvestites/queers/gays/homosexuals aren't the only ones who can use it, Sanji can as well
