na, i think he only wanted the man power to help capture the tailed beast in speedy manner,

its obvious he wants to created the 10 tails then seal it inside of his self to be the best host then to 100% completely control world via gentsu

he dosent need the man power any more

and why recruit members when soon enough every one will be under his control

because if he was epic enough to slaughter everybody in his way just like that and get control of the beast he would have already.

its prob gunan be naruto fights sasuke sumhow during the fight naruto does his amazing speechs and sasuke back on goodside then they fight madaraq together and kill him or they die in process yada yada

Or Naruto only does the speech so Sasuke drops his guard then Naruto punches him in the face, takes his sword and stabs him in the throat! Brutal death = WIN!
