I thought Oda was done with surprises, but what more can he fit in this arc?

on/near this island there are:
2 shichibukai : Flamingo and Law
1 Admiral : Issho
1 Yonkou : Big Mom
2 Super Novas : Luffy and Law
Government Intel : CP0

what could potentially rise up to this arc/island:
Aokiji (he stopped Flamingo from killing Smoker the previous arc)
the Supernova team that made an appearance the last arc (they overheard that Law and Luffy also made an alliance)

Why the fuck not appearances (mainly because we've seen at least 1 model of a fearsome superpower):
Dragon's Revolutionary Army (vs. CP0, we still don't have concrete answer as to why CP0 is on this island)
One of Gol D. Rogers crew mate, he's got to have more than just 4-5 crew mates and so far we've only seen them appear on the Grandline, not the new world.

I thought cp0 were on the island because df was a world noble?

I don't know if anymore super big names are going to join this arc to fight (maybe at the arc conclusion), Law's crew might come and join in some fun though!

Imo the remnants of the White Beard Pirates are going to show up (the commanders). The reason Big Mom show up is because Ceasar broadcasted the events on Punk Hazard to all of the New World. That means everyone knows where Luffy is. I'm sure the remnants of the White Beard Pirates want to meet Luffy after these 2 years.

they've probably opened up a restaurant somewhere and retired. No one except whitebeard and ace had personality or charisma in that crew

Well Marco. he was pretty much the only Commander who stuck out

Can you really see Marco being the captain of a pirate crew? :s
His DF is sick but apart from that ... nothing =(

Assuming any whitebeard remnants are alive, they are probably allied with shanks or trying to continue wb's legacy.

Also, I doubt they would show up this arc.
