ochi wanted the balance of having the uchi eye with the uchi bloodline running threw him,

danzou had to have his arm and eye sealed and it took time for him to un seal them to be ready for battle,

2. danzo sat idly bye as ochi attacked the village instead of getting root together to help stop the attack
