i think tobi just wants sasuke to fight danzo to see what abilities danzo has with those sealed sharingans...and sasuke's the only one that can make danzo use his special abilities because he also possesses sharingan.

good thought,

i was personally leaning on him trying to get sasuke to fight as many strong opponents he can to get him the experience and wit he needs to be able to fuse with that statue forget name the one pein summoned, to fight in the up coming war.
