The d2jsp user whitebeard already answered this i suppose. I have no idea if that's actually correct though, I don't remember if buggy specifically covered that. It must have been waaay early in the series during their first encounter.

buggy agreed to fight the navy for self preservation he came to realize if his forces fight against white beard they will just get rolled over by the navy, buggy has no intention of saving ace he only helped luffy in the prison once more for self preservation to escape and he abandoned him a few times during that arc not wanting to go down further lvls
