luffy gona cause some huge balance issue with the op world by taking out a huge government figure or official , or by rallying the pirates together to go to war with the government, he will not do this to save the world or any of that super hero nonsense, luffy is greedy he will do this to save a friend, Luffy is the catalyst, then his father dragon will take this opportunity to launch a full scale attack on the government also the full history of the void century will rally more to the cause and even cause some marines to defect , it will be pirates, rev army, defected marines, and citizens of the many islands / countries luffy has helped vs world government, when all is said and done and world government is over thrown luffy's friend Nefertari Vivi will assume the role as queen or president or what every kind of government the people of OP decided is best for them.
