why, because it's art of course.
it's probably hosted in a place that recognizes Loli/Shota material as the fictional/fantasy artistic creations they are. (there's plenty of states and countries like that)

also it's not as big or popular as Twitch or even Picarto.

If that was the case, someone I know online wouldn't have had his loli doujins shipped from Japan instead of taking it with him on the plane and going through customs.

well even if they're shipped you can still get dinged by customs, they'd prob get confiscated or you'd never get your package (though that probably depends if your package gets checked or whatever right?)
depending on the state you live in the laws are different when it comes to that content.
not sure if Post Offices uphold that kind of stuff and allow it through or if they downright confiscate it regardless if it's legal in that state.

Loli is banned here so no importing for me :'(
though there hasn't been much in the sense of big legal court battles for that kind of stuff. (most cases are just repeat CP offenders that just happened to have art on there pc too)
i do recall hearing of an Canadian Asian guy how brought back some loli doujin stuff after a trip to Japan and he got put in the sex offender database and i think got a good chuck of house arrest or community service. (don't think he got any jail time though)
