In the Manga Part 551 someone opened the big gate of justice..
Buggy told, that it was the sky to let him be the new porate king ( *lol* )

But we do not know who opened..
Maybe Buggys idea isn#t that wrong and Dragon opened ?!

and Mr. 2 only open the gate out of impel down.
