well getting started is tough gl to you and dont get discouraged if you make a lot of stuff that sucks at first
try those tuts i posted in order and dont move on to the next one til you feel comfortable with everything in the last they all have pretty straight forward instructions

K, So I just got the background. For example, my sig atm. I have the background but the character isnt there. How do i put the character in the sig?

photoshop is all about layers
the top layers cover the ones underneath so create a new layer on top and copy/paste your render there if you want it on the top layer or most visible

You really need to read some tut's.

Do I have to make a new file or something and then upload the picture?

Im looking at all 3 links, their just telling me what to do, I get to the point until where I have to upload a picture onto the sig or something, but I dont know how lol.
