what is the connection between danzu power and the the person controlling the 4th mizukage, the position that i thought tobi held, did they kick him out and appoint a new leader?

or was taboi just controlling the 4th and when Shark man called him the leader is was a pun meaning he had control of the leader and he wasn't the leader him self.
