He had it sealed up and chose to re-awaken it to recieve orochi's training.

lmao?!?!?!?! he had it sealed up with kakashi's weak crap... it bounced back out during the 3rd part of the chuunin exams and popped back out when he faced gaara.

It popped out when he faced Gaara because he allowed it to. He needed it for the last chidori so he could keep trying to save Sakura.

and it wasn't sealed when he did lions barage or whatever vs the chakra absorbing guy.
