last i checked there wasn't a building surrounding it, thus it is outside of the school

e: dude's a bartender regardless of where he's located. s'like sayin' a soldier isnt a soldier just cuz he doesn't have his gun on him. he's still in uniform & clearly a bartender.

but he *is* a bartender. He's just not at the damn bar. you didn't specify there needed to be a bar in the scene. likewise, you specified #16 needed freckles, which hanekawa tsubasa sure doesn't have.
