Because the manga is 2 arcs ahead, and there's a chance that the end of the series is upon us anyway. No reason to go into fillers when the comic is plenty ahead. Hell, Bleach's comic and anime are in the same arc.

And what are you talking about guy provides the comic relief that is needed, same with lee. Very important to the story line.
