Kakashi's either got it or not.

On the other hand... kakashi only did recieve mangekyou over a period of long mental practice and research and reflecting on his tsukiyomi experience with itachi. It's hard to say whether he slowly gained more and more of a grip on activating mangekyou or if he worked long and hard then entered the state of mind through one short phase.

kakashi's not a full blood uchiha so i think he's pretty limited in what he can do with his sharingan.. i'm sure he has more than 1 eye technique though...but i doubt he'll have as many as itachi
