well if he ended up with bankai there wouldnt be a need for ichigo and hes hollow+bankai combination since zaraki allready stands equal to ichigo without so giving zaraki a bankai would ruin the whole plot of bleach

nah, he doesn't know his sword's name so he can't have shikai. He just said it was always in shikai because zaraki is dumb and thinks that shikai is a result of the soul reaper sealing their spirit energy in their sword.

That's the point: His character is based on the idea that not all captains are weak scrappies depending on their bankai.

zaraki looks really weird now, because of the new art in bleach. I hate the new art, filler and changes they made on bleach. its not the same anymore.
