I'm more curious who from universe 12 was the reason their universe got stronger and why. Zenos intended to wipe out 8 lowest lvl universe except 1 and 12, since 1 is strongest and 12 got much stronger recently and is ranked 2nd. While the other universe didn't improve or became weaker, And to say other universe stayed the same overall is kinda insane, especially when 7 had goku and Vegeta learn how to become ssjg with frieza being gold etc. And 6 has hit getting strong rather quickly. How OP are universe 1 and 12 then?

Well they excluded universe 1 and 12 from the tourney cuz they're too OP, so my guess is jiren is a weak scrub nub

I don't think it's based much off in intelligence, since zenos asked the grand priest the mortal levels of the 12 universe currently and priest says 1>12> rest staying same or even decreasing
