He got scared of Luffy for two reasons.

1. His DF wasn't affecting him at all.
2. Luffy's DF made it that he could hit Enel all he want.

It's the same if you would put somone with ''My wish come true'' a devil fruits that has control over water against any Logia.



One of the 4 Yonkou ( Four Emprors ) that rules over the new world.

Has the Haoshoku Haki ( King's disposition )
Seems to be as cheerfull as Luffy, and as stupid.
Cares for his friends more then anything.
Probably has one of the most Outrageous Pirate crew in the new world.
Was on Gol D. Roger's ship.

Luffy's heart too big for his body.

Also I thought I'd seen big ships before but L O L?

Was trying to find somthing in the picture to scale it down but damn I can't find the palace only some little tiny houses

then again it could be the Ark for all the Fishmen to escape with or use to live in the surface

Those have nothing in common.

Water paralyzes a devil fruit user, whereas luffy's DF only enables him to hit enel fairly and disables his ability to zap him out of nowhere.

Leaving Enel to rely only on his physical fighting prowess and mantra.

correction: only Sea Water paralyzes fruit users

True that, but it would still be cool for a fruit user to go in sea water



And a small amount of water won't paralyze them. It's only if they fall into a big mass of water.

Take Luffy vs Crocodile for an example.
