The entire elite of the Navy was occupied in that war, perfect opportunity for the revolutionaries to stir some shit up elsewhere in the world

Pretty sure he believed ace wouldve gotten out of it himself and/or luffy wouldve saved him.
He is #2 in revolutionary army, he can't go willy nilly in public, im sure dragon stopped him too.
When they both failed, he was devastated and that's why he stated that he will forget his status as a #2 and go wherever luffy needs help.
