No, if the zanpakuto allows the old shinigami to use their powers then they can still summon them. I remember zabimaru mentioning something like that, and since hyourinmaru has amnesia he probably isn't restricting his powers.

i think it was zangetsu saying to ichigo that he refused to lent him hes power so he couldnt use his bankai
