he says this means all the 11th captains didnt have bankai, while i remember someone in the show saying "kenpachi is the one exception to the rule that all captains must know bankai."

Um, every captain of the 11th squad has had taken the name Kenpachi.
Not sure, probably, their names were changed to 'Kenpachi.'
The only reason Kenpachi is a captain because he killed a former captain to attain his rank.

It'd only make sense that ONLY Zaraki doesn't know bankai. Otherwise, that's one member of the Gotei 13 who at any given time does not have bankai which wouldn't make sense.
