I remember it saying they only made him kazekage to appease him so he would have some responsibility and be less inclined to release shukaku or something.

They used it to keep Shukaku under control or somethin, but he doesn't have it anymore, so he must still be Kazekage for a reason.

or maybe its political BS because Gaara almost died saving the village so the villagers wouldn't allow him to be not kazekage.
