lol, you just have to use your reading comprehension skills, as well as context clues to decipher its meaning.

There isn't the slightest clue in context to the idea that it takes 30% of chakra to cast it.

He said BOTH the chakra used to cast it and the chakra given is insignificant.

He never implied that the chakra taken to cast is 30% and the chakra passed over is insignificant.

It would be so illogical. How could naruto, sakura, kakashi, and the old lady be so weak as to have to work together to kill an itachi who had say... 5% chakra? How could gai be forced to resort to the gates attack from a kisame with that little chakra? In fact, how the fuck did kisame make A SEA OF WATER OUT OF NOTHING with only a FRACTION of the 5% chakra passed over... AND STILL have more than enough energy to force gai into gate mode?

Listen, kisame has a huge amount of chakra, but not quite as much as you're implying.

hm... i guess the way they worded it confused me... but it does seem more leaned to what your saying now that i saw the other meaning... it's like those pictures where it looks like one thing, but it could also be another, just depends on how u look at it.

Also don't forget you're at the mercy of the translators on these narrations. It could also be a mistake at times as we're reading all these mangas translated online. To truly get the meaning you'd have to read/write Japanese to fully comprehend what the writer originally intended to explain in his story.
