It states that its only 30% strength clones.

He needed 30% to make the clones to stop them, not 30% to do what they were doing in the cave.

What? No, the clone just has 30% of the chakra and uses it. The only sort of labor it takes to cast a jutsu like that would be just a little chakra focus. The body's ready for use, They're just putting 30% of themselves into it.

By "isn't that significant", kisame doesn't mean it in comparison to the 30% given. He just meant that although it's an exact copy of their abilities, the amount of chakra passed onto the clone is a small amount (i.e. 30%).

Notice when he said, "Well, the chakra we gave to the sacrifice was about 30%, wasn't it..."

lol you need to read it again..

he said the chakra he gave to to sacrifice (sacrificing the body to produce a clone) was 30%...but the amount that was actually passed over wasn't as high as how much they put in.....it's like transferring energy from one substance to another.. not all of it is going to get transferred.
