Pretty sure it was Van der decken, we saw him fleeing the crime scene.

What motive though? He doesn't have a reason to kill her and burn the signatures.

edit: also, he was running because he was trying to get close to the princess and a guard caught her

Well I believe the burning of the signatures was VDD's doing to cause a distraction as he "targets" the Princess. I also believe it was one of his men who shot Otohime. I just don't know why. Maybe he though the queen knew about Shirhoshi's ability and thought she was going to use it to help her goals. Ofc the queen wouldn't do that to her daughter but VDD might have thought so. VDD being there is just too much of a coincidence to say he played no part at all.

Maybe Van der decken wanted to make sure Shirahoshi had that power, the one that his ancestors chased.
